Why does Rovo clear an agent's chat context when the user clicks a conversation starter?

To reproduce:

1. Go to a Confluence page or Jira ticket.
2. Click "Ask Rovo" in top-right of header.
3. Select a Rovo agent (any agent).
4. Just above the chat textbox there should be a "Context" line showing the Confluence page you were looking at when you clicked "Ask Rovo". 
5. Instead of typing something, click one of the conversation starters.

Expected behaviour: Chat retains the "Context" line and the agent knows what page you're talking about.

Actual behaviour: The "Context" line is cleared and the agent has no idea what you're talking about.

Worse, Gemini Flash 3 Preview hallucinates a document Id and then tries to fetch a non-existent page.

It's incredibly difficult to report a bug to Atlassian, but maybe this is intended behaviour? If so, why?

Edit: It was a bug. Confirmed fixed after 20 July 2026.

For anyone finding this later: this was a bug, not intended conversation-starter behavior, and Daniel confirmed it was fixed after July 20. Atlassian’s current documentation says that when an agent is invoked from Jira or Confluence content, you can enter a prompt or select a conversation starter and the agent should respond based on that content. If selecting a starter clears the attached page/work-item context again, I’d treat it as a regression and report it to Atlassian.
