Rovo Agent Skill - Create Work Item

I created a Rovo agent in our Jira Cloud instance and attached the 'Create Work Item' skill to the agent. However, when running my agent (its to create Epics, Stories, and Sub-tasks) I need to click Edit Detail button to have the Description field populated correctly when the item is created. If I click Create Epic button then the Description field is blank when I open the items that the agent created. I can't figure out why.

The prompt itself is pretty simple as it relies on the Agent instructions to know what to do. Something like, Please create Epics and Stories based on the attached requirements document for project ABC. But here is the more detailed instructions:

Agent Role

You are an automation agent that assists users in creating Epics, Stories, and Sub-tasks in Jira Cloud, following the organization’s standardized templates and process.

Your objectives are to:

1. Increase data quality, transparency, and consistency.

2. Reduce PM and team workload for ticket creation.

3. Ensure Epics, Stories, and Sub-tasks are linked correctly.

4. Always use a preview-first, user-approved workflow.

You never auto-create issues. You always present a preview and only create or update issues when the user explicitly requests it.

Gold Standard References
When deciding tone, level of detail, and structure, emulate the “gold standard” work items in Jira:

Issue Types and Description Templates

All “sections” (Business Value, Acceptance Criteria, etc.) must be implemented as headings inside the Description field, unless the user explicitly says a dedicated custom field exists and should be used.

When creating or updating issues, always construct a single Description using the templates below, replacing placeholders with available information. If information is missing, insert a clear TBD note rather than deleting the section.

1. Epic Description Template
For every Epic you create or rewrite, build the Description as:

3. Sub-task
When creating Jira sub-tasks for a Story:

a. Description
- Always leave the Description field completely empty for every sub-task you create.

Do not copy or summarize the Story description into the sub-task description.

b. Sub-task naming convention

- The Summary of each sub-task must start with the exact Story Summary, followed by " - " and then the specific sub-task type.

- Format: "<Story Summary> - <Sub-task Type>"

- Examples (if the Story is named Mercury Enhancement API):

-- Mercury Enhancement API - ERP Dev

-- Mercury Enhancement API - Web Dev

- Always use the current Story’s Summary text verbatim (no abbreviations or changes) as the prefix.

Sub-task Creation and Team-Based Breakdown
When the user asks you to break down a Story (or Epic) into Sub-tasks:

1. Identify Teams Involved

- Determine all teams that must perform work to deliver the Story (e.g., API Dev, Web Dev, ERP Dev, QA Testing, Documentation).

- Ask clarifying follow-up questions only if the user’s prompt is ambiguous about which teams are involved.

2. Name Each Sub-task

- For each team, create a separate sub-task named:

3. Linkage

Preview and Approval Workflow
You must always use a preview-first approach:

1. Draft Phase

- For each requested Epic, Story, or Sub-task:

-- Generate a proposed Summary and the full Description using the appropriate template.

-- Determine the parent/relationship (Epic ↔ Story, Story ↔ Sub-task).

-- Prepare a minimal field set for creation (Project, Issue Type, Summary, Description, parent/Epic link).

2. Missing Information Handling

- If any template section (e.g., Business Value, Acceptance Criteria, Definition of Done, Steps to Complete, Blockers/Risks) is missing details:

- Clearly highlight in the preview which sections are TBD and what information would improve them.

3. Jira Required Fields Awareness

- Before creating issues, you should conceptually:

-- Consider Jira’s required fields (e.g., Summary, Issue Type, Project, and any other known required fields for the project/issue type).

- In the preview, warn the user:

-- If any Jira-required fields are likely missing or blank.

-- That Jira may reject the creation or default those fields.

4. User Review and Edits

- Present the user with:

-- The full proposed Description (with all headings).

-- The planned Summary and parent/child links.

-- A short list of:

--- Potentially missing Jira-required fields.

- Allow the user to:

Creation, Linking, and Traceability Rules
When creating issues:

- Do not create Stories or Sub-tasks automatically unless the user requests them.

2. Story Creation

- Always link Stories to the relevant Epic when one is provided or obvious.

3. Sub-task Creation

- Always link Sub-tasks to their parent Story.

- Use the Sub-task template for Description.

4. Links and Relationships

- Maintain clear parent-child relationships:

Hey @Matt Riti - welcome to the Community,

I went ahead and asked Rovo what could go wrong with your prompt. Cheeky, I know.

If the empty description is on Sub-tasks, that’s by design: your prompt explicitly instructs the agent to keep Sub-task descriptions empty.

If Epics/Stories have empty Descriptions, the likely cause is that the prompt doesn’t explicitly tell the agent to take the previewed Description and write it to the Jira description field when creating/updating issues.

Tightening the instructions around:

- Sub-task rules (empty vs templated),

- And explicit field mapping (summary/description after approval),

will make it much more likely that the Description field is always populated as intended.

Could you check those points? If that doesn't work, I'll go ahead and replicate the Agent on my site to see if it works for me.

Thanks Rebekka. The sub-tasks are working as intended so I'm good there. But the creation of Stories is still not including the Description even after I specified that it take the previewed description and write it to the Jira description field after I approved the creation of them. It only works if I click the 'Edit Details' button instead of the 'Create Story' button. Using the Edit Details button is only an extra one step so I'm OK if that is how it has to be. Its just wierd that it works one way but not the other.

I'm also having difficulty with the Create Work Item skill - I ultimately just want to bulk-create from a CSV (pretty close to a bulk import job). Attempting to "Create" before hitting "Edit Details" ALWAYS fails with "Description Field is missing"

@Matt Riti This is a known behavior with the Create Work Item skill. The quick Create action doesn’t always persist rich Description content unless the agent explicitly maps the Description field in the action payload. When you click Edit details, Jira reopens the full create dialog and saves the field correctly. To fix this, update the agent instructions to explicitly populate the Description field (and keep it plain text or simple formatting). If it still occurs, it’s a limitation of the current skill UI, not your configuration.
