Raise a ticket with Trello Support, they will be able to help you with your situation https://support.atlassian.com/trello/
Additionally make sure and double check that you've filled everything that is required, correctly and try with a different credit card.
Are you sure you are signing up for a Trello subscription? Because your screenshot does not look like Trello billing.
