I have signed up for Free plan to try our JPD - 2 users have been automatically set as Creators with the rest as Contributors. There is a third user that I want to set as Creator but I can see no way to do this.

Have you tried from the user management / permissions settings: project settings > access
That will also reveal if there is already a third creator (such as from someone added from a Site Admin role).
