Our office needs to about 15-20 users. Which Trello package would get us that number of users?

Trello can support that many users regardless of the plan that you choose. What will change are the specific features that you get. Typically, a free plan will be more suited for very small teams without a lot of complexity.

I would get a trial to begin with and you can figure out what functionality you like and don't like, and try to find the plan that fits your team best.
We have been working with the free plan for a few years now. We have a lot of information on our workspace. If we do the trial to see if it works for us, will all of our workspace information remain?
