In the premium offer, is every observer of a board considered as a member, with a 120 $ annuel cost ?
If you add someone as an observer on a single board, then it is free, however, if you add the same user as an observer on multiple boards, then they are billable. Details here: https://support.atlassian.com/trello/docs/how-billing-works-with-trello-premium-and-standard/
