How do we prevent users from creating new dashboards and data sources? i.e. only allow them to view existing dashboard.

I would think you just don't give them access to Analytics and simply share dashboards with them? See if this link helps at all...:https://support.atlassian.com/analytics/docs/share-dashboards/

Thanks. Not a bad idea, except for they can't "browse" the available dashboards this way
Just share them somewhere as embeds? Confluence perhaps? That should fulfil the 'browse' requirement?
