There is no native capability to make a card completely read-only and unmovable for specific members
Can make out other possibilities like - Restrict board access by going to the board menu, selecting 'Board Settings', and setting 'Visibility' to 'Private'. Next, click 'Members' and invite only those who need edit access to the card
