How do I promote a Member to Owner/Admin when all previous Admins have left the board?

The original owners/manages of the board have left our group/company and the remaining members need Administration capabilities to manage the board. 

 

What is needed to make the necessary promotion from a Team Member to Board Owner/Manager?
