i m premium costumer, can i invite a low budget costumer?

Your subscription is for your service, not individuals, so it doesn't matter if you have a "low budget customer". You can invite anyone you want into your system.
I have a number of Atlassian accounts, with varying subscription levels, but my cat has no subscriptions at all. You could invite both of us.
