I do not have the billing menu under setting?

Trying to get my billing invoice but I do not have the "billing" menu under settings

This could be one of 2 reasons:

You are using Trello in either the MacOs or Windows Desktop app
Open Trello in a web browser and you will see the billing menu
You have the Trello free, which instead of showing billing will show "Upgrade Workspace" option
