Hello, I am new user of it. I would like to know how I can use Jira application by publicly.
I have installed this on my local machine but how I can use this only on my machine, But i would like to use this publicly.
Please help me with this.

You will need to install it on a machine (server, VM, cloud service like AWS) that is exposed to the internet so that people can use a browser or REST calls to connect to it.
Be aware that Jira server is going away soon - you will need to move to Jira Data Center (similar set up - you need to run it on a server that is on your network or the internet), or Jira Cloud (which handles all the infrastructure for you)
