Can you elaborate on what exactly you mean by 'change members', are you referring to the process of adding and removing users from a board, a card, a workspace, etc.?

Welcome to the community!

For default users "Assignee" and "Reporter" you can manage this on the permission scheme of your project. To do that, you need to:

* Go to your project > Project Settings > Permissions
* Serach for "Assignable User" and "Modify Reporter" Permissions
* For each one, you need to remove all old configuation then add "admins" (project role or simply a group)

For custom user picker fields, it is more complicated. You need to:

* Remove the field from edit screen (keep it only in view screen),
* Add a new transition from any to any in your workflow
* Associate a transition screen that contain the custom field to this transition
* Add a condition to the transition to restrict only "admins" to use it
