We are still using maven 3.6.2 which should not require https yet.

But when do bamboo spec scan, we got error like following. The same settings.xml work for other older version bamboo

Thanks. But we have not upgraded maven. You mean the buildin maven has been upgraded to 3.8.*?

When you run Maven, certain configuration files are downloaded/create. Those files have a strict HTTPS policy that needs to be modified to work with HTTP.
