How to add git commit message template for Windows SourceTree?

While SourceTree for Mac supports commit template,

is there any valid solution to use it on Windows?

 

The last discussion on Jira for this topic was for versions less than 2.0,

but there seems no discussion or enhancement about this topic anymore.
