Is there a way I can move cards from one stage to another based on some some actions by the person who is assigned with a card

I am trying to automate a workflow and wondering if there is something beyond Butler power up.
Eg: When a card is moved from List A to List B by the action of an assignee can an Approve button be added only when the card moves to List B and a user gets assigned to perform the next action
