While learning CSS i can't implement the textarea ~ background{color:blue}..

If someone can explain while typing it in html--> <form> 

<p>Username</p>
<input type="text" name="name" placeholder="username">

<p>Password</p>

<input type="password" name="name" placeholder="password">

<input type="submit">

</form>

and typing textarea ~ button {

                       color:blue;

} 

And it does not work..

I usually head over to w3schools when I've got html/css to learn (and promptly forget, I never manage to retain it myself)
