Failure to initialize external database

Question

I've tried numerous times now, with both SQL Server 2017, and Postgresql 11, and it gets to the spinny screen where it claims its initializing the database, and hangs there forever.  I'm using openJdk 1.8.0-build252 on Windows 2012.  If I hit refresh, it says an internal system error has occurred, with the following as the first line in the stacktrace:

java.lang.IllegalStateException: No WebApplicationContext found: no ContextLoaderListener registered?

Must have been some sort of resource constraint issue.  I shut down all the other services on the machine and retried, and now it worked with postgres.
