Error while initializing Bamboo

Hi Team,

Help us to resolve below error.

You cannot access Bamboo at present. Look at the table below to identify the reasons:

User which used to run Bamboo Server doesn't have access to \bamboo-home\xml-data\configuration\cipher folder. It's known issue https://jira.atlassian.com/browse/BAM-18650 . 

Please follow workaround section
