Does Trello allow for multiple team members within the same board to have functionality at once?

Question

Can team members do modifications at the same time to the lists and cards?

Yes! That's the beauty of Trello. You'll see all changes on a board happen in real time as your teammates make them.

Now of course, network and computing limitations might cause 1 or 2 seconds of delay between when your coworkers make changes and when you actually see them. But for the most part, you and your team members will always be seeing the same thing.
