@[deleted]it sure can, there are no restrictions on what you can use the free plan for, so long as the features suit your purposes. Trello has built in certain feature limitations on the free plan, and has additional features available for those on paid plans, so that some people will be prompted to upgrade, but if you can make it work for your purposes on free, then Trello is your oyster!
