I follow the instruction. Things like r453 will not show up as a link, "CR-1" works fine.

Did you add the Entity Link between the Subversion repository and JIRA Project at FishEye Administration > Repository Settings > Repositories > Actions (for the related repository) > Application Links ?
Please create reciprocal link from JIRA Project to FishEye Repository too.
