How do I turn OFF email notifications for Trello when the "watch" feature isn't even selected?

I encouraged 10-20 board members of our nonprofit to use Trello, and now, folks are being spammed with email notifications for any change made to our board whatsoever. The "watch" feature ISN'T selected for the board, lists, or cards, and the Email notifications frequency is even set to NEVER. Is this a bug? Please help!
