Whats the meaning of site access without any product access?

I am new to administering atlassian account. On the page for a given user is see

1. Site access

2. Jira Access

3. Confluence Access

Now i understand what toggling jira and confluence on and off does but what is the meaning when you have given no access to jira or confluence but they have site access still on?

How does it impact billing and also what can a user with site access but no product access do?

Any user If they have access to a product, then they will be consuming a license and in turn they will turn up to billing as well.

As use case, If a user has only site access, he will be able to add comment to your public facing project issues and will be able to view the projects if permission is configured to Any logged in users.

If you have Jira Service Desk, then any user with only Site Access can potentially become a Help Seeker/Customer of a Jira Service Desk project.
Users with only Site Access are able to Request Access to any products in your site, via the Request Access function - https://confluence.atlassian.com/cloud/approve-product-access-requests-961776264.html
