team member versus guest

In my organisation there are 15 people who need access to trello boards. Of the 15 only 8 need the ability to edit & create cards  lists. The others just need read access.

Based on the above do I only need to upgrade the 8 who need to be able to edit & create to business class.

@Rob Williams in a business class team, you pay for anyone who is a team member and anyone who is a multi-board guest, including observers of multiple boards. If you want to have boards as team viewable but without the ability for people to edit cards, that means you'd need to have all 15 as team members or add them as multi-board observers. Either way you'l pay for them if it's a business class team.
