Getting this message:
Couldn't process file frmLocationSetup.resx due to its being in the Internet or Restricted zone or having the mark of the web on the file. Remove the mark of the web if you want to process these files.

It seems this is an issue with Visual Studio. It is affecting multiple users according to this thread: https://developercommunity.visualstudio.com/content/problem/291761/couldnt-process-file-abcresx-due-to-its-being-in-t.html
You should be able to reproduce the same issue from outside Bamboo.I hope the thread above helps you to move forward.
