Need Help Creating Tranche Payments

How can we develop a system that permits companies to select a set amount to deduct from their credit card and recharge for that amount when the balance dips below 30% or there is insufficient funds for products in cart?

This is not something I would try to do with an issue tracker such as JIra, it's not well-suited to it.

If  you are going to do it in Jira, could you describe what you have done so far, and how you would like to do more in the application?
