Is it possible to get Bamboo's build logs via rest api?
If yes, is there a way to filter to only get the specific part of the log where it erred out?

It doesn't look like this exists today, but there is a suggestion posted to add this functionality. I'd recommend watching/voting on it, and commenting to add your specific use case to that issue: https://jira.atlassian.com/browse/BAM-18656
