Can we use an environnent variable for the email notification recipient ?
I don't want to configure a group or a single email address but rather use a dynamic value like the project developers[1], or the author of the commit that triggered the build linked to the deployment [2].

You can build your own message and use the terminal (Script task) to send it based on your environment variables, but you cannot use dynamic addresses for the Bamboo default notification, unfortunately.
You will probably find multiple ways to send an email using the terminal. One of them is the Mutt command (assuming you are using a Unix-like system). This is an example of use:
mail_list="first@mail.address second@mail.address"mutt -e 'set content_type="text/html"' -s "subject" < mail_file.html $mail_list
⚠️ Running this command will require that your agent or Bamboo server has its mail server properly configured (not Bamboo, but the OS).
