How to notify a subset of subscribers

Hi!

I wanted to know if there's a way to only notify a subset/specific subscribers of an affected component?

Maybe some kind of manual update to specific subscribers? Or maybe some type of private component, hidden from the public status page where an admin could add subscribers?
