Can you remove the subscribe To Updates button and simply administrator your own subscribers?

I would like to have it so the "Subscribe To Updates" button is removed, and all of the subscribers are manually imported.  This way I can force the users to simply view the website, and only specific users can receive updates.  

Is this possible using a Public Page?

It is possible to do that:

If you are on the Startup Plan, you can hide the subscribe button.

If you are on the Business Plan, you can completely remove the subscribe button.
