I would treat both symptoms as one problem. The Sourcetree sign-in window is just an embedded browser pointing at id.atlassian.com, so a deactivated Atlassian account can surface as that JavaScript load error instead of a clean message. That also explains why the install worked under a different account on the same machine.
Since your address is a ucdavis.edu one, the account is likely managed by your university, so an org admin would have to reactivate it under Atlassian Administration > Directory > Managed accounts.
In the meantime, Sourcetree works without an Atlassian account. Skip the account step during setup and add your remotes manually using an app password or an SSH key.
