Can an Admin of a team view or modify other team users notification preferences that are set for alerts?

It would depends on the user's Account role, and not the user's Team role. Being a team admin only gives a user admin privileges of that team, and not of other Opsgenie users.
Account Admins and Owners can edit / configure anyone's notification preferences.
