REST API Commit Hooks in Fisheye are pulling back a webpage.

The documentation for setting up commit hooks indicate that when the curl statement works you should receive a [] and when it fails you should get an appropriate error message. However, when I issue the curl command, it pulls back a web page from the Fisheye server that doesn't seem to be attempting to use the API Key at all. When I look at the URL I am calling to in a browser, it is a page with a log in request.
