Prevent adding review comments once review is Completed

We are using crucbile 2.7, And we are fcing the below behavious in crucible

I have two reviews for a file and person A has completed review - so the tool shows Person A 100% review completed

Now person B also starts reviewing and adds a new comment - not it shows person B is 100% and person a is 0%

The same will repeat even when both have completed review (100% Completd) and one person is adding a new defect - the other persons completion becomes 0%

Please help to solve this
