Is there a way for a Reviewer to attach a file to their comment/defect?

The Author and Moderator can both add files to a review, but can the Reviewers? There are instances where it would be a convenient to attach an explanatory file to a comment or defect.

Well, the only way I've found so far is to give reviewers edit permissions to the review. Then they can attach files just like the Author. Obviously, this is not optimal. Any alternate suggestions?
