Errors during initial crowd setup

During our initial crowd setup we receive an error that setup cannot continue due

Setup cannot continue because some required plugins are not available: [Crowd REST API, Atlassian Plugins - Web Resources - Implementation Plugin, Atlassian UI Plugin, Atlassian Soy - Plugin]

This is a brand new installation. Stopping the service and starting over does not resolve the issue.  We are trying to use an external postgresql. The error happens after we start the database config.  The same error happens if we try and use an embedded db as a test.

Do you get these errors during the setup wizard? We just installed Crowd3.3 on RHEL with MySQL database and the setup wizard has completed with no issues. Can you tell me which step from this link you got the error https://confluence.atlassian.com/crowd/running-the-setup-wizard-192479.html?
