A similar issue was reported by someone with the same email domain as you: http://localhost:8095/crowd/console/ 404 error
I have asked him to check the file system permissions on the Crowd home directory.
If you are both reporting different issues, or would prefer me to answer on this thread, please let me know, otherwise, I will keep replying to @Bryan Spaulding.

We follwed the below steps and getting error.
1)Installed fresh instance of crowd in test environment.2) Copied the Crowd home directory to the Test Environment3) restord the Prod DB in Test SQlDB3) Edited the crowd.config .xml to point the test DB4) Restarted the Crowd service.But we are getting below error
"HTTP Status 404 - /crowd
message /crowd
Apache Tomcat/7.0.69"
