Setup is not work

I try to setup the Bamboo - Service a lot of times.
The Bamboo-Server is starting fine and when I go trough the Install-Routine the Setup stopped in the DB-Config-Step: "
Please wait while Bamboo sets up your database
I have try the empeded DB - Install and I try the Custom-DB Install.
On my Server the PostgreSQL 9.6.15 is installed.
The installation always stays at the step where the database is set up. No matter what kind I take, the setup does not go beyond this point. What am I doing wrong?
