Error Creating Deployment Project with Java Specs

Hi. I am attempting to create a new deployment project with Java Specs.

My spec repo has permissions to all projects, all repos already.

I am receiving error:

Deployment permissions: Can't find deployment project by oid(null) or name

Since this is creating a new Deployment Project, I should not have to create oid? 

Any help appreciated.
