You may raise a request with atlassian support. On the previous screenshot click on request support and check with them. It could be some permission issue.

it directs me here...but there's still no button for changing credit card. when i go to billing details, it just shows me the message below.

You should be able to change the details in your https://my.atlassian.com account.

I am the Organization Admin, and I could not find it yet from the site.

I checked http://www.atlassian.com/licensing/purchase-licensing#managingmyaccount-3, and it says there that there should be an "Edit Credit Card" button.

However when I checked, there is none.
