Creating Epics from Confluence and linking to Initiative

Hi,

I Want to have 3 level Projects: Portfolio (Initiatives), Program (Epics) and Teams (User stories) level.

Can I Create Epics from Confluence page to Program Project and at the same time link them to Initiative that already exists in Portfolio Project? 

I know how to do same thing with Epics/User stories, but I want to Scale up with Portfolio for Jira and add new hierarchy level with Initiative item.
