Inline comment box is not available for published page that has "Ready" or "Reviewed" version

Hello, 

Recently I'm facing an issue regarding the inline comments. Historically I was able to add inline comment to the "published" page without any issue.

However, now I'm not able to add inline comments to "Published" page if the same page has "ready" or "reviewed" version that is awaiting publication 

I can add inline comment only to the latest version of the page.

Is there any way to add inline comment to "Published" page, while the same page has other version awaiting publication?
