Is anyone getting 403 error when submitting a question to the community?

I've been trying to submit another question to the Atlassian Community, but every time I hit submit, I get a 403 forbidden error. I've cleared all my browser cookies and caches. Was wondering if anyone else is experiencing the same thing?
