I just verified my domain with the intention of subscribing to Guard. I exported a user list before setting them to managed, and there are a few Suspended accounts that show up as "Billable for Atlassian Guard". Why would they show up as billable and how can I make sure that I won't be billed for these accounts?

Let's start with a very simple question - are all of those users deactivated? - that's what you mean by suspended?

If I look up one of the users in question in the Directory it shows the user with a status of SUSPENDED. The only other option I see is to REMOVE user which I tried but it still shows up as Billable for Guard in the user export.

I found my answer. I needed to claim the suspect accounts and then Deactivate them. Suspending the account is not enough.
