I'm working on setting up SSO with Azure AD. Azure AD says everything is correct on their side and to contact Atlassian. I have the SAM request and response and many screenshots. But because I can't login to the support site, I can't open a ticket.

You can use the Can't Log in? link in https://id.atlassian.com. Send a recovery email to your Atlassian Access org admin email address. The recovery email should have a magic link to get you back into Atlassian. From there you can disable your SSO setup to recover or create a support case.
Have you tried registering a throwaway address on a some public mail provider and logging a ticket with that?
