I'm a user without admin permission and the only site and org admin account is no longer active, please help me transfer the ownership from that inactive account to my main user account.

you need to raise a request to the Atlassian team https://support.atlassian.com/contact/#/
Atlassian team should be able to fix your issue.

it's weird. A user can gain Site Admin permission from another Site or Org Admin.
In your case, you have not these two users so as community I can't provide support on this. Atlassian team should be able to access your site configuration and assist you.
