Bulk editing is performed partially.

It is necessary to transition the status of 1000+ issues from "Released" to "Closed" and add resolution "Released".

The process bulk edit occurs without errors. Upon completion, the status and value resolution of some issues does not change.

Permission for bulk edit is available.
Permission to make changes in the project is available, the administrator role.

As an experiment, I started editing a small number of issues.

1. The issues is edited regardless of whether there is already a resolution value in the issue or not.

2. There is a screenshot in the attachment. It shows: the marked issues were edited, the rest were not.

3. I noticed that the issues of reporters who are no longer in the project are being edited.

Please tell me why this can happen?

Normally the bulk is limited to 1000 issues.

Can you try making the bulk on 100 issues? 

Have you checked with the permission helper if you have the right to edit/transition? Being an admin does not overide the issue permission scheme. 

Are there any conditions/validations in the workflow from the status "Released" to the status "Closed"?

The problem was the conditions for checking the fields when transferring the status. Some of the fields being checked were empty.
