Hey, 

That's quite fresh news. Some time ago, Atlassian has changes their rules for open-source and non-profit organizations allowing them to download Marketplace plugins even for free. 

At first, open-sources can get Atlassian Cloud for free. To do that they need to submit an application for Atlassian Open Source Cloud Subscription. Learn more

Non-profit organizations can get Data-Center products for free or buy Cloud products with 75% discount. It calls Atlassian Community Licence. Learn more

The most interesting fact is updated Atlassian App Discount Program. If you have the Atlassian Open Source Cloud Subscription, you can get plugins totally for free. Previously vendors could generate discount codes for their products, but now they don't have to.
