"Time Spent" should always be less thank or equal to "Original Estimation"

Can we restrict users from adding more working hours than the 'Original Estimation' ?

We should not allow more working hours and throw an error message if the user tries to enter working hours more than the Original Estimation.

 

Any Supporting add-ons will be helpful.

Mmm, I wouldn't recommend doing this. 

If your people work longer than estimated, you shouldn't be blocking them from accurate time entries, because you're destroying the information on what they have been doing.  You should be using the data to help you improve the estimates so that people don't need to go over it, or look at why people are going over.
